Officials turn blind eye to massage parlors hiding prostitution
As college students embark upon a new fall semester at UNLV, lawmakers and appointed government officials sit tight, knowing that the glitz of the Boulevard will provide distraction enough to hide Las Vegas’ darkest secret.
Six billion dollars. 1,496. 41 percent.
Respectively, those numbers represent the following: the estimated net yearly worth of Las Vegas’ prostitution industry, the number of domestic child sex traffic victims reported between January 1994 and July 2007 in our city and the percentage of those minors reporting past sexual assault.
Disturbed? It gets worse. Shared Hope International, a non-profit organization combating human trafficking, revealed that the average age of child prostitution in Las Vegas is 12 to 14 years old.
These numbers merely reflect domestic-born victims, not taking into account the thousands of innocent young women kidnapped or coerced in the nations of Laos, Cambodia, Thailand, Russia, the Philippines and others, who are smuggled into the U.S. and forced to become prostitutes.
While figures regarding international victims are unavailable, one need look no farther than the massage parlors that inhabit numerous shopping centers.
With names like “Oriental Angels Massage,” customers fully expect — and receive — a so-called happy ending. Propped up by casinos, these shops litter the streets of Las Vegas and provide sexual services for money, keeping casino high rollers within city limits (instead of other counties’ legalized brothels) and fueling an influx of child sex slaves from both the U.S. and the Third World.
Who allows this repulsiveness to continue? The State of Nevada Board of Massage Therapy.
Chaired by Billie Shea, the eight commissioners appointed by the acting governor are counted upon to approve or deny massage licenses, as well as investigate malpractices and wrongdoing. This board continues to issue certifications for businesses that offer illegal services.
Local lawmakers also do their part to push child sex trafficking issues under the table. Recently, Oriental Angels Massage was shut down by the Las Vegas City Council. Don’t consider it a victory, though. The closure was ordered only after five incidents of soliciting prostitution between 2008 and 2010.
Five? Was one or two not enough? In order to show they “mean business” when it comes to trafficking and prostitution, the city also slapped the parlor’s owner with a $50,000 fine.
But the Council’s vote on that fine barely passed with a 4-3 margin. Who were the three members of the council that voted against the fine?
Councilmen Steve Wolfson and Ricki Barlow, and our esteemed mayor, Oscar Goodman. I’m hoping Steve and Ricki really meant it when they cried that $50,000 was simply “too much.” However, Oscar is a different story.
He makes no apologies for being a former mob lawyer and persists in his glorified corruption by backhandedly baptizing child sex slavery.
In a 2007 New York Times op-ed, writer Bob Herbert blasted Nevada for its thriving sex trade and detailed the story of a 14 year-old girl in Las Vegas whose drug problem may havebeen her simplest issue.
The girl was undernourished, suffering from a sexually transmitted disease and was carrying a seven-month-old child fathered by her pimp.
Within the same article, Dr. Melissa Farley, founder of Prostitution Research & Education, commented that Las Vegas stands as the “epicenter of North American prostitution and sex trafficking.”
How did Goodman respond to Herbert’s thought-provoking article? By threatening his life. “I have no use for him. I’ll take a baseball bat and break his head if he ever comes here,” Goodman said.
Governor Jim Gibbons fits right in with the vileness of Shea and Goodman. Albeit our governor does deserve some credit for signing a bill that increases sex trafficking penalties.
But Gibbons appointed the Nevada Board of Massage Therapy that appeases the sex trade industry. Furthermore, on Gibbons’ watch, Nevada continues to rank in the second-to-bottom tier of Human Trafficking State Ratings, released annually by the Polaris Project.
Some advancements have been made in the fight against child sex slavery. An FBI Human Trafficking Task Force was created in November of 2008.
Organizations like Shared Hope International and The Shade Tree Shelter operate to uncover child trafficking incidents as well as rehabilitate victims.
And local NBC-affiliate My News 3’s Hetty Chang has been a community leader in investigating and reporting Las Vegas’ trafficking atrocities, while also uniting the Asian-American community in opposition.
Despite these bright spots, the battle has only begun. Shared Hope International’s comprehensive report, “Domestic Minor Sex Trafficking in Las Vegas, Nevada,” sheds light on the plethora of remaining issues.
For starters, state laws must be changed to treat child sex slaves as victims, rather than as juvenile offenders. (This current law enforcement mentality discourages victims from seeking refuge.) Increased resources must be provided for the psychological recovery, education, protection and health services of victims.
Finally, facilitators across the board must be prosecuted — from the taxi drivers who produce massage parlor patrons in exchange for tips to the international traffickers, local pimps and even the sex-seeking customers themselves.
One more thing: Changing the leadership of Las Vegas and Nevada could help.
What can you do to fight child sex slavery?
1) Volunteer or join a local chapter of a non-profit like Shared Hope International (sharedhope.org), the Polaris Project (polarisproject.org) or Not For Sale (notforsalecampaign.org).
2) Write or email your city council and state representatives to express your outrage regarding this issue. You would be surprised at how much these messages are taken into account.
3) Tell a friend. Tell your parents. Tell your professors and the randoms on campus. Lack of public awareness is the biggest obstacle to changing the current system.
Buck v. Bell, 274 U.S. 200 (1927), was the United States Supreme Court ruling that upheld a statute instituting compulsory sterilization of the unfit, including the mentally retarded, “for the protection and health of the state.” It was largely seen as an endorsement of negative eugenics—the attempt to improve the human race by eliminating “defectives” from the gene pool.

The concept of eugenics had been put forward in 1883 by Francis Galton, who also coined the name.[1] The trend first became popular in Europe, but also found proponents in the United States by the start of the twentieth century. Indiana passed the first eugenic sterilization statute (1907), but it was legally flawed. To remedy this situation, Harry Laughlin of the Eugenics Record Office (ERO, part of the Cold Springs Harbor Laboratory, a eugenics research center in New York City) designed a model eugenic law that was reviewed by legal experts. In 1924 the Commonwealth of Virginia adopted a statute authorizing the compulsory sterilization of the mentally retarded for the purpose of eugenics. This 1924 statute was closely based on Laughlin’s model.[2]
Looking to determine if the new law would pass a legal challenge, on 10 September 1924 Dr. Albert Sidney Priddy, superintendent[3] of the Virginia State Colony for Epileptics and Feeble Minded, filed a petition to his Board of Directors to sterilize Carrie Buck, an 18-year-old patient at his institution who he claimed had a mental age of 9. Priddy maintained that Buck represented a genetic threat to society. According to Priddy, Buck’s 52-year-old mother possessed a mental age of 8 and had a record of prostitution and immorality. She had three children without good knowledge of their parentage. Carrie, one of these children, had been adopted and attended school for five years, reaching the level of sixth grade. However, according to Priddy, she had eventually proved to be “incorrigible” and eventually gave birth to an illegitimate child. Her adopted family had committed her to the State Colony as “feeble-minded” (a catch-all term used at the time for not only the mentally disabled but also promiscuous women, poor women, uneducated women and anyone not deemed normal), no longer feeling capable of caring for her. It was later discovered that Carrie’s pregnancy was not caused by any act of “immorality” on her own part. In the summer of 1923, while her adoptive mother was away “on account of some illness,” her adoptive mother’s nephew raped Carrie, and Carrie’s later commitment has been seen as an attempt by the family to save their reputation.
Carrie Buck was a patient sentenced to compulsory sterilization.[edit] The case
While the litigation was making its way through the court system, Priddy died and his successor, Dr. James Hendren Bell, was substituted to the case. The Board of Directors issued an order for the sterilization of Buck, and her guardian appealed the case to the Circuit Court of Amherst County, which sustained the decision of the Board. The case then moved to the Supreme Court of Appeals of Virginia.
The appellate court sustained the sterilization law as compliant with both the state and federal constitutions, and it then went to the United States Supreme Court. The plaintiff’s lawyers argued that this procedure ran counter to the protections of the 14th Amendment.
On 2 May 1927, in an 8-1 decision, the Court accepted that she, her mother and her daughter were “feeble-minded” and “promiscuous,”[4] and that it was in the state’s interest to have her sterilized. The ruling legitimized Virginia’s sterilization procedures until they were repealed in 1974.
The ruling was written by Justice Oliver Wendell Holmes, Jr. In support of his argument that the interest of the states in a “pure” gene pool outweighed the interest of individuals in their bodily integrity, he argued:
“ We have seen more than once that the public welfare may call upon the best citizens for their lives. It would be strange if it could not call upon those who already sap the strength of the State for these lesser sacrifices, often not felt to be such by those concerned, in order to prevent our being swamped with incompetence. It is better for all the world, if instead of waiting to execute degenerate offspring for crime, or to let them starve for their imbecility, society can prevent those who are manifestly unfit from continuing their kind. The principle that sustains compulsory vaccination is broad enough to cover cutting the Fallopian tubes. ”
Holmes concluded his argument with the infamous phrase “Three generations of imbeciles are enough”. The sole dissenter in the court, Justice Pierce Butler, declined to write a minority opinion.
Carrie Buck was operated upon, receiving a compulsory salpingectomy (a form of tubal ligation). She was later paroled from the institution as a domestic worker to a family in Bland, Virginia. She was an avid reader of coloring books until her death in 1983. Her daughter Vivian had been pronounced “feeble minded” after a cursory examination by ERO field worker Dr. Arthur Estabrook,[5], thus the “three generations” of the majority opinion. It is worthy of noting that the child did very well in school for the two years that she attended (she died of complications from measles in 1932), even being listed on her school’s honor roll in April 1931.[6]
Historian Paul A. Lombardo argued in 1985 that Buck was not “feeble-minded” at all, but that she had been put away to hide her rape, perpetrated by the nephew of her adoptive mother.[7] He also asserted that Buck’s lawyer, Irving Whitehead, poorly argued her case, failed to call important witnesses, and was remarked by commentators to often not know what side he was on. It is now thought that this was not because of incompetence, but deliberate. Whitehead had close connections to the counsel for the institution and to Priddy. Whitehead was a member of the governing board of the state institution in which Buck resided, and had personally authorized Priddy’s sterilization requests and was a strong supporter of eugenic sterilization.

Dr. James H. Bell was the superintendent at the Virginia State Colony for Epileptics and Feebleminded.The effect of Buck v. Bell was to legitimize eugenic sterilization laws in the United States as a whole. While many states already had sterilization laws on their books, their use was erratic and effects practically non-existent in every state except for California. After Buck v. Bell, dozens of states added new sterilization statutes, or updated their constitutionally non-functional ones already enacted, with statutes which more closely mirrored the Virginia statute upheld by the Court.
The Virginia statute which the ruling of Buck v. Bell supported was designed in part by the eugenicist Harry H. Laughlin, superintendent of Charles Benedict Davenport’s Eugenics Record Office in Cold Spring Harbor, New York. Laughlin had a few years previously conducted a number of studies on the enforcement of sterilization legislation throughout the country and had concluded that the reason for their lack of use was primarily that the physicians who would order the sterilizations were afraid of prosecution by patients whom they operated upon. Laughlin saw the need to create a “Model Law”[8] which could withstand a test of constitutional scrutiny, clearing the way for future sterilization operations.
Sterilization rates under eugenic laws in the United States climbed from 1927 until Skinner v. Oklahoma, 316 U.S. 535 (1942). While Skinner v. Oklahoma did not specifically overturn Buck v. Bell, it created enough of a legal quandary to discourage many sterilizations. By 1963, sterilization laws were almost wholly out of use, though some remained officially on the books for many years. Virginia’s state sterilization law was repealed in 1974.
The story of Carrie Buck’s sterilization and the court case was made into a television drama in 1994, Against Her Will: The Carrie Buck Story. It was also referred to in 1934′s sensational film Tomorrow’s Children so let just go back to England 1875 and get some unlicensed person too run from institution to institution to perform lobotomies like bedlam sanctioned by the few to profit the few?

The Nevada State Board of Massage Therapy is a regulatory agency established to regulate the massage profession in the state of Nevada. This is a self funded board, meaning that it is funded exclusively by fees imposed on massage professionals in the state. The board regulates licensing of individuals, not businesses. There are currently approximately 3,700 licensed massage therapists in the state of Nevada where the renewal fees for a massage therapist’s license are the highest in the nation.
Human trafficking is a law enforcement issue. This should never have become an issue with the massage board. If someone is convicted of prostitution, it is the board’s responsibility to revoke their massage license. It is not their responsibility to eliminate prostitution and human trafficking in Las Vegas. The board is not a law enforcement agency and does not receive funding as such. To expect 3700 massage therapists to fund the efforts to combat illegal prostitution and human trafficking in Las Vegas is unsustainable.

You miss the point of the massage parlor being shut down and connecting it to your child prostitution rant. They were closed down for solicitation not for child prostitution so why bring up the two together? Like a previous commenter said that the board regulates individuals not businesses. I know several personal friends who operate legitimate massage businesses and said that the process to get a license is so difficult and time consuming compared to any other state they have lived in. I agree that child slavery and prostitution should end but really, Oscar Goodman “baptizes child sex slavery”? Get a clue. Goodman never said such a thing and wouldn’t want children to be in the industry. He only wants this city to thrive in a positive way and not focus on the sensationalist articles that you quote.

It’s a good thing that very few people consider this website actual journalism. 1941 ~ 1945 sterilization experiments were conducted in concentration camps. The goal of the experiments was to become capable of effectively sterilizing millions of people with a minimum of time and effort. One thing that would help is to do something to remove the blanket the media seems to have to keep blocking out the words and work of a Las Vegas based local organization that helps sex workers and sex trafficking victims from reaching the ears of local Nevadans.
Surprisingly it even happened here in this article/publication.
The article that Bob Herbert wrote that so enraged Oscar Goodman that he physically threatened Bob if he ever set foot back in Vegas did not just talk about a local prostitute. That piece actually published an interview Bob did with Jody Williams – the founder of Sex Workers Anonymous and Trafficking and Prostitution Services who lives and helps sex workers not only nationally – but also in Las Vegas since she moved here in 1996 after receiving so many letters and phone calls crying out for help that she responded by coming here.
Why? Shared Hope is based out of Washington. If you speak to them – they’ll tell you that they do not provide any “direct services” to American victims. They also left out of their report on sex trafficking in Vegas that Jody has two organizations based here – and they didn’t ask her for any stats on her work before releasing their report.
Melissa Farley is based out of San Francisco.
Not for Sale is in California and Polaris is based out of Washington.
None of these organizations provide any direct services to local sex workers or sex trafficking victims in Nevada – or Las Vegas especially.
Melissa Farley did at least co-write her report on sex trafficking in Nevada with Jody Williams – and actually had Jody with her in 2007 when she released the findings in a press conference.
However, when Oscar Goodman was handed this report he responded by turning to the Metro Officers who were in the room that if any of them “read this report or attended Jody’s lecture on the report being held later that day at UNLV” they would immediately be fired.
The day the report on sex trafficking in Nevada was released by Jody Willams and Melissa Farley – Jody was approached by a reporter from the Las Vegas Review Journal. She asked for an interview – and was told that a multi-page piece would run about the work she’d been doing with local victims from 1996 to the present day of 2007. Then not three days later when the article was supposed to be running – she was contacted by the editor of the LVRJ who informed her that “no article on her work would ever be written about in the RJ ever never at any point in time”. When Jody asked them point blank “even if it means that by not letting local people know about these organizations and that help is available to them locally means that people will die – you still will not pubilsh anything about Jody or her work here in Nevada?” To which the editor said “even if it means 100 people die for not knowing about her work here locally – her name will not appear in the RJ ever”.
During a confrontation between Jody and Oscar Goodman “one on one” – Oscar Goodman made it clear he had every intention of working towards getting prostitution legalized in red light districts downtown. He then told Jody her presence in Nevada nor any exposure of her work here in the media was welcome because to quote him “I’m trying to project the image of the Happy Hookers here in Vegas – and I can’t do that with you running around telling the truth about prostitution to the world”.
Probably why when offices like the juvenile probation dept. for example once approached Jody and asked her if she’d work with the local teen prostitutes here to help them – and she accepted – just a few days later she was suddenly the person no one returned calls to from them. When Jody pushed on her contact down at juvenile probation as to why she was suddenly being completely shunned – she was told by this probation officer that word had gone out that “anyone working with Jody will immediately be terminated”.
Oscar Goodman is not the only person in Vegas with an agenda that depends on people not knowing about Jody’s work in order to progress said agenda. For months, Jody offered her services to help the teen prostitutes and trafficking victims to escape and recover from sex work to a local judge in town whose case load consists entirely of prostitution cases. Services which were repeatedly turned down and her calls consistantly ignored.
Then the announcement comes out that said Judge is insisting that “because no other services exist to help teens qujit prostitution in Vegas” that he is seeking a $2,000,000 grant/donation so he can build a house for said teen prostitutes that holds only 14 girls at a time in a year long program. Of course more than 14 girls a day go through this judge’s courtroom – but his plan is to build a house that helps only 14 of these girls at a time with no arrangements made to provide any assistance to those who can’t get a bed in this program – which Jody has repeatedly laid out her outline of how she can provide free and unlimited assistance to any number of teen and/or adult MALE and FEMALE sex workers and trafficking victims.
But in reality if Jody were supported in allowing to offer these services to the local prostitutes here as she is successful at offering in many other cities and even other countries for the last 25 years – then people would realize that $2,000,000 for a house that holds on 14 beds just isn’t feasible.
Which is why groups like Shared Hope, Not for Sale, and Polaris will not share the stage with Jody when they make speechs in town as part of their fund raising efforts. I mean why would people then donate to a program that doesn’t even help local prostitutes – if the public is made aware that a local program exists that has been successful at helping this community for 25 years now?
There’s more than one way people pimp prostitutes. One of those ways is to get people to donate to these programs that led people to believe they are helping these victims and prostitutes by making the public think they are the “only game in town”.
Something that can’t succeed if word gets out that a local person and program is right here in Vegas actually providing help to prostitutes and trafficking victims of all ages -and to both male and females.
Worried they might lose a percentage of the donations they’re trying to raise in Vegas -while not providing help to Vegas directly – everyone has on their agenda to make sure people are not aware of what a local woman and program are doing in reality for the local people here.
It needs to stop so more local victims can find help instead of reaching out to these other organizations for help only to be turned away – and also so the lies about what the so called “legal” sex industry is really all about.
It’s so politicians can go on trying to pull the wool over the taxpayers’ eyes that taxing the sex industry is going to mean a lot of money pumped into our government – when the truth is that the victims of this industry are going to put such a drain on our social services that will far outway any taxes paid out by the pimps – while the prostitutes continue to be the one who takes the risk and strains of the sex industry – while never receiving anything back like health care, pensions, or even disability insurance.

I remember living behind a church were Brian Lamb, and a bunch of these CNN guys used too have a wood shop.
